Agreement further modifies legal procedures American soldiers are subject to, as well as practices American soldiers can use with the Iraqi populace.Agreement states that all American forces must withdraw from cities and villages by 30 June 2009 and from Iraq entirely by 31 December 2011. Agreement transfers the Green Zone to Iraq. Agreement entered into force 1 January 2009.
